If you don't have access to floppy drives on a PC but have a working Microbee disk based computer then FDS can be used to create floppy disks or disk images and perform CP/M file operations.

FDS can be used as a Floppy Disk Server to uBeeDisk (1.4.0), uBee512 (4.5.0), patched Microbee version of cpmtools (2.10d), LibDsk utilities and possibly other programs. The 'remote' disk type used by the above programs should allow reading and writing sectors over a serial port to any floppy disk based Microbee Z80 computer (except dreamdisk model).
